It's been in use for ages in the UK. Great criminal detector. 200 woman are now carrying it in the UK to spray any attacker and prove it was them afterwards.

Yes I used it in Salford to mark expensive equipment, the idea being that the police could check on items which were recovered as well as the people who had stolen them.
As far I recall the number of thefts decreased (it was over 20 years ago!!)

To answer the original question, yes it's known in France...https://www.protectsmartwater.fr/codus/ but whether gendarmeries and police are up to speed on it I wouldn't like to say. I very much doubt it, at least in rural areas.
