No it does not mean " for Renault drivers only"

This sign indicates that the traffic lane it is above/next to can only be used for car sharing. That is, the vehicle has 2 or more people within it, is a taxi or bus or has a Crit'Air 0 sticker. Failure to comply will bring an immediate fine of €135.

They have been in use in Strasbourg for some time. This is from the Strasbourg Low Emission Zone for visitors leaflet
