Leads on Dogs?

Is it law that a dog must be on a lead. Reason I ask is that a neighbour has had a visiting family from Paris which their dogs. The family have been for a walk with three dogs ie a black lab a beagle and a very small dog. None of them on leads and the family letting them wander everywhere. The lab ran straight across the road towards one of our cats which fortunately jumped through our gate. They maybe friendly dogs towards cats - I don't know but I shall put them straight if it's law as I'm not having my cat & kittens chased.

@Quiksilver thank you soooooo much. I'm normally a very very placid person but when it comes to the safety of my cats I turn into a rottweiller!
