To post a link in your post you can simply copy and paste your link directly into your post;

search.php?search_id=active_topics

If you want to make your link into a text link, click on the link button above the post box which gives you this then add = next to the first url and paste your link next to it. Then between the two square brackets ][ place your text - it should look like the example below.
Check the preview by clicking on the preview tab and you should just see your text in blue underlined (see below) - once you're happy click submit, et voila.
