You make a very good point. When my mrs. moved into her first house in France she discovered a 200litre oil drum behind the garage, full of the items you mention. I'll have to ask her what she did with it.
Humanity landed on the moon over fifty years ago but it seems too much to ask for a reliable telephone/internet service in rural France.
