As my application could not be made using the online system I applied by mail.
My hopes were raised when I was subsequently asked for a tax document which I had missed enclosing, but today I received the following message in my Ameli account:

Vous avez demandé à bénéficier de la Complémentaire santé solidaire le 16/06/2022.

Après examen de votre dossier, votre demande ne peut pas être acceptée.

En effet vous bénéficiez de la prise en charge de vos frais de santé sur le territoire français au titre
d'un formulaire délivré par l’Etat compétent dans lequel vous possédez des droits. En raison
d'une évolution de la réglementation cette situation ne vous permet pas de prétendre au
bénéfice de la Complémentaire Santé Solidaire

Normally I'd agree, but it's only indirectly a result of Brexit. If you remember, there were shenanigans a while ago (pre-Brexit) over whether Brits should have to pay social charges on various incomes. The French juggled the status of ex-pat Brits and their sources of income then and this seems to be another example of clawing in the euros wherever possible. The legislation was already in place to exclude residents covered by a different competent State, but wasn't applied. Now it is. Possibly vindictive, so yes, in one way a result of Brexit, but hardly something to lay at BJ's feet. For once :D If it's any consolation, one of the foncs at our CPAM got us to do an application as French citizens (which we have been since 2019) but that doesn't appear to be working either, as we still have the dreaded '99 132' in our SS numbers.

I take your point, QS, but I'd like to know definitely that non-French EU citizens are also being denied CSS on those grounds, and that it isn't being applied more strictly to Brits in revenge.

Maybe, as I suggested, only Brit pensioners are poor enough to qualify on an income basis.

I don't know what "99 132" signifies, our SS no's have 99 732 and 99 144 after the figures derived from our dates of birth.

99 is the code for a foreigner and 132 is the insee code for Royaume-Uni.
French people would have the number from the department they were born in and the insee code for the commune.

OK, so 99 is non-French, but what do 732 and 144 signify? My wife, who was born in Lancashire, has 732. I was born outside the UK, and have 144.

99 732 does not bring up a result
but
99 144 is Malta

Mine is 99 190 but was registered in 2002. 190 does not exist (as far as I've been able to determine) in the current or old INSEE lists.

I'm still thinking about possible ways of getting CSS again. Has anyone here made progress on this score?

Thought no.1:
I understand that the UK considers the E121/S1 as providing us with health cover under the same terms enjoyed by those directly affiliated to l'Assurance Maladie - partial reimbursements with co-payments.
However, as we have seen, anyone affiliated to AM is entitled to CSS if they meet the income requirements.
So, surely, if we were covered by CSS, France would simply claim the cost from UK as they already do for the standard cover.
If they do not, we are not getting the same terms as those directly affiliated.

Lower down it also says "Quant aux personnes sans activité professionnelle, elles bénéficient de la prise en charge de leurs frais de santé au seul titre de leur résidence stable et régulière en France"

There are no exceptions or other conditions mentioned.
