Given that the purveyors of smoking materials already have issues identifying the age of teen who might be 14 but could be 20, how will this work when the permitted age is say 22.

Do people have to have a document that shows they are older than 22. It would need to identify them. A Name and photo would be useful. It should of course have their date of birth. In case of loss or theft, there should be a registration number so that the old one could be cancelled and a new one issued. To issue a new one would require an address.

So what we have is:
Name and address
DoB
Registration number
A photo

We could of course call this an National identity card - but we won't.
