It's not an easy problem to solve, no matter what Macron thinks about tinkering with child benefits and parent training. Hundreds of millions have already been thrown at the banlieues to relieve teenage boredom and provide associations with the wherewhithal to organise activities/help for families. What more can you do?
A year of national service would do them more good, except that none of the armed services want them now.

That's just when things started to go downhill.
With parents not being able or not bothering to keep their kids in check
what else is there?
Way back when I was a young teenager I knew a couple of lads who got into loads of trouble till they were called up, after which they had respect for people and things.
I'll add that at my age I was in the last call up but excempt but was taught to be respectful by parents.

They're too busy earning a living for the most part.
In the "old" days", living costs were reasonable. OK, folk worked longer hours and pensions were smaller, but a lot of women didn't work or had little jobs for pin money.
Yes, there was a lot more respect. That's gone. When I was last in the UK (2018), I took the so-called express shuttle from Stansted to Victoria. The car riage was packed, and full of young people. I stood all the way to London, giving the Evil Eye to each of the young oiks in turn, but not one offered me their seat.

Yes, there was a lot more respect. That's gone. When I was last in the UK (2018), I took the so-called express shuttle from Stansted to Victoria. The car riage was packed, and full of young people. I stood all the way to London, giving the Evil Eye to each of the young oiks in turn, but not one offered me their seat.

We had quite the opposite treatment in Rennes : We took the metro from the main station to Cesson where OH had a hospital appointment. He was wearing a knee brace and had crutches. He sat down in the only spare seat and a youngster next to him offered me his seat. I was very touched but was quite happy to stand for the short distance.

I also find I'm more likely to get a thank you for holding the door open for younger people. Oldies seem to think that politesse starts and ends with saying bonjour. But then I have no hesitation in saying very loudly that it's polite to say thank you. I like watching the heads turn and the old dear trying to make him/herself invisible
