What a daft question. More importantly is what the ceiling height is as it is the volume of air that is the deciding factor not the area of the room.
The room is a wine cellar about 25m3

A wine cellar? If that is not naturally at a cool temperature, then it is a wine room. If it really is a cellar, then making it colder may not be ideal for the wine, even ice wine. If the cellar is too dry, you may need a true climate contoller with humidity control.

Being below ground I call it a cellar. It is naturally cool, but when the outside temps get too high the cellar gets up to about 18 or 19 . This is only for a few weeks of the year. Incidentally the storage temperature requirements for ice wine are no different to any other wine. The term ice wine refers to the time of year the grapes are picked

More precisely the term ice wine refers to the meteorological conditions under which the grapes are harvested - and yes it will be winter but you cannot just harvest in winter and call it ice wine.

More precisely the term ice wine refers to the fact that the grapes have frozen, shrivelled and left a concentrated juice which is high in fructose. It is a lucious wine but with the yield being low it is expensive. Now can we get back to recommendations for a portable A/C unit - not that there have been any thus far

Why not try an evaporator.(cheap). Fill a tray with water and lay a tea towel in it to act as a wick. Use a normal fan to circulate the air. If you upturn a container of water on the tea towel, it will automatically refill the tray.
Water, when evaporating, will take 2256 kJ/kg of heat energy. If you time the use of water you can work out the kW energy equivalent the system moves. It will be not much, but may keep the room cool at little cost.
