I'll post the pic I accidentally put in the "Where am I in France" topic.
The site was once at the side of a main road, on a slope, but easily seen and accessed.
Unfortunately, since the Spanish have turned many of their once interesting main roads into high speed dual carriageways and autovias, bypassing towns and many good restaurants and bars, the road is now at the bottom of a cut and the statues are almost out of sight.

It's quite well known. If you went to Burgos from the direction of San Sebastian on the main road you would have passed it and several other statues. If you went by several years ago, before the road was "improved", you couldn't have missed seeing them. This was taken in the late 1960's when they were easily accessible from the road.

Visited Burgos several times whilst located at Salas de Los Infantes for three weeks during the production of The Good, The Bad and the Ugly.
The next stop over in July was Los San Fermines in Pamplona.

Is it near the Lyle's factory?
You can find where the statues are by searching "monumento al pastor"
This is the inscription on the statue of the boy. It is dedicated to the young men from the area who went to work as shepherds in the USA. The name of the organisation seems to have been miss-spelt and corrected; there should not be an "S" on the word "RANGE". Now that I have searched using the correct name, I see that they have not exactly covered themselves in glory in the last few years.
