But those reports are not speculation but rather reports on what people claim to have seen.

But I do agree that the police request is probably not enforceable unless such speculation impeded the investigation and I think some of the Southport speculators have been charged either with that or incitement to riot.

The news bulletin that I have seen quotes that police now think it is a terrorism act as he was seen getting in to his car in Rotherham, with what looks like a large stick in his pocket, and someone has actually filmed it by the look of things. All seems a bit bizarre.
