But it is all in how it is applied rather than what the regulations say.
From my model railway forums, deliveries into the UK are attracting VAT demands in many cases but by no means all. It was a bit slow to get going and no doubt HMRC had to do some prodding. Some delivery companies are very attentive to the rules, demanding payment before delivery. Some delivery companies follow the rules but may make their demand for VAT payment after delivery - some cases suggest weeks later. Some don't seem to bother or are at least inconsistent.
But spare a thought for the Irish. AN, the Irish postal service, apply the VAT demands before delivery without exception - which all sounds good. However one major seller has registered in Ireland for VAT and collects VAT on behalf of the Irish government (and I assume for other EU countries as well). Despite that AN makes a second demand for VAT and getting refunds from Irish customs seems to be a nightmare.

Are the charges people talk about recently for goods coming in from just UK and other "third countries" or any country outside France? I have heard of people being hit for charges on goods coming from other EU member countries as well.
I desperately hope not. I have just ordered a leather apron from Aliexpress. The ad said it was being delivered from inside France.

We stopped sending stuff to UK and have asked that nothing gets sent to us. All our gifting is done by bank transfers - not the same I know but cuts out all the hassle

Or set up an account with a company, e.g. Amazon, in the recipient's country - I have done that in the past. The only issue is if you have Prime in one country, it does not apply to others, so you may get postage charges - but no extra taxes.
Beware, however, of using an overseas Amazon - they charge two sets of taxes and keep one for themselves.
