Almost there I thought, but the tiger picture made by Laure Saigne produces a server error....
And not any indication of an underground car park in the region where she lives and works. I've seen about twelve in the open air.....There will be more in the Alsace, perhaps I should go back to Paris or cross the Rhine river.

....perhaps the cities of the Alsace have the answer somewhere in an underground car park, looking at this information about the other lady who published the tiger picture. She certainly has visited a car park or a stable in this region of France. Not to Paris, not rowing my boat across the Rhine river tonight. I also skip Roubaix.

@Liz - lovely artistry and great pictures in Mulhouse, Haut Rhin. Parking de Kinepolis considered a veritable museum of modern art.

Correct. More specifically, it is Graffitipolis, P+R Nouveau Bassin/Kinepolis in Mulhouse.
There are plenty of photo web sites of Graffitipolis e.g. https://lemurmulhouseaudio.wordpress.com/graffitipolis/. There is even a tourist office guided tour of this car park as well as an app and leaflet to guide you around other street art in Mulhouse centre.
