A building in the cité Rotterdam in Strasbourg? Not a drawing board design of le Corbusier,: " Le Corbusier voulait y ériger deux unités d'habitation comparables à la "Cité Radieuse" achevée un an plus tôt à Marseille. Son projet n'a été classé qu'en quatrième position du concours lancé début 1951 par le M.R.U." Source: archi-wiki.

Where is this in France ?
I'm afraid this type of building is not to my taste. Search results sofar: not among the architecture highlights in Mulhouse. Perhaps I missed something in this city, who knows.
